1. Introduction

The Department of Justice has commissioned an independent review of the legislation for dealing with hate crime offences in Northern Ireland.  Judge Desmond Marrinan is leading the Review supported by an Advisory Panel.

The Review has been established to consider whether existing hate crime legislation represents the most effective approach for the justice system to deal with criminal conduct motivated by hatred, malice, ill will, or prejudice, including hate crime and abuse that takes place online.
